On June 5, 2003 the House voted to reject the other chamber's changes. On June 5, 2003 the Senate adopted “Sen. Martel Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on June 16, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a roll call 322–14. The bill was enrolled on June 24, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2277) was adopted on a voice vote to correct technical errors found after passage. It became law without the governor's signature on July 1, 2003, as Chapter 223. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
