I move to table HB 1356 and I request a division vote.…

Rep. Alice Wade (D - Straf 15)I move to table HB 1356 and I request a division vote.

Deputy Speaker Steven SmithRepresentative Wade moves to table House Bill 1356. This is a division vote. Representative Mazur requests a roll call. Is that sufficiently seconded? It is. This will be a roll call. Members continue taking your seats. The question is whether to lay House Bill 1356 on the table. Representative Wade is recognized for parliamentary inquiry.

Rep. Alice Wade (D - Straf 15)Thank you, Mr. Speaker. If I know this bill does absolutely nothing to address any issue at all and is purely a waste of our time, would I now move to table, press the green button to table HB 1356.

Deputy Speaker Steven SmithRepresentative Perez is recognized for parliamentary inquiry.

Rep. Kristine Perez (R - Rock 16)Thank you, Mr. Speaker. If I know that often treatments and procedures to alter a child's gender start as early as age 12 and 14, and if I know that we are seeing more and more of these young people as they get older having side effects and suffering from remorse, and if I know this bill simply allows these individuals to bring forward suits up to the age of 28 instead of 20, and finally, if I know that we were just recently told in this very House that young people do not reach the age of reasoning until they're 27, making this very appropriate, then I would push the red button to kill this table.

Deputy Speaker Steven SmithThe question is whether to lay House Bill 1356 on the table. This is a roll call vote. Members are reminded to turn on their voting stations, or it'll be wicked hard to vote. There we go. All right. This is a roll call vote. If you're in favor, press the green button. If opposed, press the red. Voting stations are open for 30 seconds. Have all members present had an opportunity to vote? The House will attend to the state of the vote. 145 in the affirmative, 176 in the negative, the motion fails. Now the question is the majority committee report of Ought to Pass. Are you ready for the question? Okay. Representative Wade requests a roll call. Is that sufficiently seconded? It is. Members take your seats. This will be a roll call vote. The question is the majority committee report of Ought to Pass on House Bill 1356. Representative Wade is recognized for a parliamentary inquiry.

Rep. Alice Wade (D - Straf 15)Thank you, Mr. Speaker. If I know that I am the only member in this entire body that can testify to the life-saving effects of gender affirming care as a minor, and if I know that there is zero indication that the current statute of limitations of two years past the age of 18 has been insufficient, and if I also know that two de-transitioners had to be paid and brought in from out of state in order to find a single person because they couldn't find any in New Hampshire to testify to support this bill, and finally, if I know that the best side effect for me is that I am still alive today because of this care, then would I now press the red button to kill this absolutely unnecessary bill? Thank you.

Deputy Speaker Steven SmithRepresentative Perez is recognized for parliamentary inquiry.

Rep. Kristine Perez (R - Rock 16)Thank you, Mr. Speaker. If I know that everything I just said is absolutely true, and if I know that we need to protect these individuals who, at 20 years old, do not, maybe not know what they would know at 25 or 26 years old, then would I press the green button and pass this bill?

Deputy Speaker Steven SmithThe question is, the majority committee report of Ought to Pass, on House Bill 1356. This is a roll call vote. If you're in favor, press the green button. If opposed, press the red. Voting stations are open for 30 seconds. Have all members present had an opportunity to vote? The House will attend to the state of the vote. 180 in the affirmative, 146 in the negative, the committee report is adopted.

Votes on No Bill

Roll calls the House took that day on questions that were on no bill, such as its own rules, a ruling of the chair or printing a debate. The question is as the General Court’s roll-call file words it.

Thank you, Mr. Speaker.…

Deputy Speaker Steven SmithRepresentative Reed is recognized for parliamentary inquiry.

Rep. Ellen Read (D - Rock 10)Thank you, Mr. Speaker. Mr. Speaker, if I know that the intent of the original bill, as stated in testimony, was to, quote, "have a convenient excuse to go after people who," quote, "don't fit in our community" and to, quote, "make them homeless," and if I know that it created a felony for just renting a home, something that we don't do to any group of people, not murderers, not rapists, no one, but if I know that the amended version just reiterates the current existing situation that cops can and already do arrest felons who are here unlawfully, but just adds extra steps to that process, and so, therefore, finally, if I know that this bill is just a waste of our time, it does absolutely nothing for our housing situation in New Hampshire, would I now press the green button to table and actually work on the number one issue that the people of New Hampshire have asked us to work on?

Deputy Speaker Steven SmithRepresentative Beaulier is recognized for parliamentary inquiry.

Rep. Calvin Beaulier (R - Graf 1)Thank you, Mr. Speaker. If I know that HB 1709 only applies to dangerous individuals occupying New Hampshire property who are both illegal aliens and convicted felons, if I also know that federal law under 8 USC 1252c permits states to independently enforce immigration and arrest illegal alien felons when state statutes like this one authorize local law enforcement to act, and if I know that ICE often lacks real-time knowledge of an illegal alien felon's location, but our sheriffs often encounter them while serving writs of possession, and finally, if I know that if you are an illegal alien felon, you do not belong in this country, and you do not belong in New Hampshire housing unless it is operated by the Department of Corrections, would I vote red to reject the tabling motion?

Rep. Steven Smith (R - Sull 3)Good times. The question is whether to lay House Bill 1709 on the table, and this is a roll call vote. If you're in favor, press the green button, opposed press the red. Voting stations are open for 30 seconds. Have all members present had an opportunity to vote? The House will attend the state of the vote. 153 in the affirmative, 181 in the negative, the motion fails. Now on to the main motion of Ought to Pass with Amendment. Are you ready for the question? A division's been requested so far. This will be a division vote. Representative Sweeney ups it to a roll call. Is that sufficiently seconded? Yep, this will be a roll call vote again. Members take your seats. Okay. The motion is the majority committee report of Ought to Pass with Amendment on House Bill 1709. This is a roll call vote. If you're in favor, press the green button, opposed, press the red. Voting stations are open for 30 seconds. Have all members present had an opportunity to vote? The House will attend the state of the vote. 153 in the affirmative, 181 in the affirmative, 154 in the negative, report is adopted.
