The Story
It was introduced on January 29, 2026 and referred to the Senate Judiciary committee. The committee held a public hearing on February 17, 2026. The committee voted 4–1 to recommend that the Senate study it after the session ends, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 12, 2026. On March 12, 2026 the Senate failed “Refer to Interim Study” on a voice vote. On March 12, 2026 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 12, 2026 and was referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on April 8, 2026, with 87 people signed in online: 6 in support and 81 in opposition. The committee met in executive session on April 24, 2026 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House pass it with changes (amendment 2026-1760h), by a vote of 10–3. The report was placed on the regular calendar. A floor amendment (2026-1925h), offered by Rep. Buzz Scherr, was rejected on a division vote 164–189 on May 14, 2026. On May 14, 2026 the House voted to pass it on a division vote 179–173. The bill was enrolled on June 4, 2026 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2026-2133e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 2, 2026, making it Chapter 277 of the session laws. It takes effect January 1, 2027.
