Committee — REFER FOR INTERIM STUDY
This concurrent resolution calls for an Article V convention limited to proposing congressional term limits. The committee concluded that New Hampshire would benefit from a more comprehensive understanding of how other states have structured their calls, what model language best protects against unintended outcomes, and how any proposed amendment might interact with existing federal law and electoral systems. Interim Study provides an appropriate means to gather this information without prematurely committing the state to a constitutional process with national implications. HCR 16 is also very similar to HCR 13 for which the committee recommended Ought to Pass. For these reasons, the committee recommends that this resolution be Referred for Interim Study. Vote 17-0.
