The Story

It was introduced on January 9, 2025 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on January 30, 2025, with 92 people signed in online: 88 in support, 3 in opposition and 1 as neutral. The committee held work sessions on February 11, 2025 and February 18, 2025. The committee met in executive session on March 5, 2025 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 2025-0458h), and the report was placed on the consent calendar. The committee's amendment (2025-0458h) was adopted on a voice vote on March 13, 2025, changing the text of the bill. On March 13, 2025 the House voted to pass it with changes on a voice vote. On March 13, 2025 the bill was referred to the Finance committee, whose chair waived the referral under House Rule 47(f). It crossed to the Senate on March 13, 2025 and was referred to the Senate Ways and Means committee. The committee held a public hearing on April 2, 2025. The committee voted 4–1 to recommend that the Senate send it back to committee. On May 1, 2025 the Senate voted to send it back to committee on a voice vote. The committee voted 3–2 to recommend that the Senate pass it. A floor amendment (2026-0054s), offered by Sen. Keith Murphy, was rejected on January 7, 2026. On January 7, 2026 the Senate voted to pass it and ordered it to a third reading. An enrolled bill amendment (2026-0125e) was adopted on a voice vote on January 7, 2026. These correct technical errors found after passage. The bill was enrolled on February 5, 2026 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2026-0125e) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on March 16, 2026. The legislature can override a veto with a two-thirds vote in both chambers. On April 9, 2026 the House voted 186–169 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
