The Story
It was introduced on January 9, 2025 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on February 5, 2025, with 2,851 people signed in online: 30 in support, 2,820 in opposition and 1 as neutral. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee met in executive session on November 12, 2025 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 9–8. The report was placed on the regular calendar. A floor amendment (2026-0026h), offered by Rep. Yury Polozov, was adopted on a roll call 186–159 on January 8, 2026, changing the text of the bill. On January 8, 2026 the House voted to pass it with changes on a roll call 192–159. On January 7, 2026 the bill was referred to the Finance committee, whose chair waived the referral under House Rule 47(f). It crossed to the Senate and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 18, 2026. The committee voted unanimously, 4–0, to recommend that the Senate kill it. On March 5, 2026 the Senate voted to kill it on a voice vote.
