  • Status: Veto overridden, became law
  • Term: 2025-2026
  • House committee: Public Works and Highways
  • Senate committee: Transportation
  • Subject: Transportation and Highways
  • Chapter law: 343

The Story

It was introduced on January 7, 2026 and referred to the House Public Works and Highways committee. The committee held a public hearing on January 20, 2026, with 7 people signed in online: 5 in support and 2 in opposition. The committee held work sessions on January 27, 2026, February 3, 2026 and February 17, 2026. The committee met in executive session on February 24, 2026 to vote on its recommendation. The committee voted unanimously, 13–0, to recommend that the House pass it with changes (amendment 2026-0863h), and the report was placed on the regular calendar. The committee's amendment (2026-0863h) was adopted on a roll call 345–3 on March 12, 2026, changing the text of the bill. A floor amendment (2026-0866h), offered by Rep. Bill Boyd, was rejected on a roll call 46–305 on March 12, 2026. On March 12, 2026 the House voted to pass it with changes on a roll call 338–13. It crossed to the Senate on March 12, 2026 and was referred to the Senate Transportation committee. The committee held a public hearing on April 21, 2026. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2026-1763s). On May 7, 2026 the Senate adopted “Special Order to 05/14/2026, Without Objection”. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2026-1763s). The committee's amendment (2026-1763s) was rejected on a voice vote on May 14, 2026. A floor amendment (2026-1935s), offered by Sen. Mark McConkey, was adopted on a voice vote on May 14, 2026, changing the text of the bill. On May 14, 2026 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 21, 2026 the House adopted “House Concurs with Senate Amendment 2026-1935s” on a voice vote, on a motion by Rep. David Milz. The bill was enrolled on June 4, 2026 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2026-2163e) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on July 10, 2026. The legislature can override a veto with a two-thirds vote in both chambers. On August 19, 2026 the House voted 292–25 to override the governor's veto on a roll call, meeting the two thirds threshold. On August 19, 2026 the Senate voted 24–0 to override the governor's veto on a roll call, meeting the two thirds threshold. It became law over the governor's veto, as Chapter 343. The governor had vetoed it, and the House and the Senate each overrode the veto by a two-thirds vote, which under Part II, Article 44 of the state constitution makes it law without the governor's signature.
