Committee — INEXPEDIENT TO LEGISLATE
The committee recognizes the importance of ensuring timely and adequate access to mental health services and appreciates the intent of the sponsors to improve accountability and transparency in this area. After review, the committee determined that this bill is duplicative and unnecessarily complex in light of existing statutes and multiple mental health–related bills currently under consideration. The committee also notes that the legislature has recently enacted reforms to expedite the licensing process for mental health professionals, directly addressing access and workforce capacity concerns that this bill seeks to evaluate. Given the number of active initiatives already focused on improving mental health access, adding a separate, third-party evaluation framework risks creating confusion, overlapping oversight, and inconsistent standards without a clear benefit to patients or providers. The committee believes continued progress is best achieved by allowing recently enacted and pending reforms to be implemented and evaluated before imposing additional reporting and evaluation requirements. Vote 16-0.
