Majority — OUGHT TO PASS WITH AMENDMENT
The majority of the committee believes that informed consent is the cornerstone of ethical medical practices. The vaccine mandates replace informed consent with the weight of state power. These mandates reduce trust in our public health authorities and are counter-productive. The amendment is a compromise, and retains the polio vaccine as a mandate. Because of this, it also leaves the mandate and reporting structures in place. Finally, it adds a conscientious objection exemption which allows anyone to refuse a mandated vaccine – no one should be forced to place themselves at risk. Vote 10-8.
Minority — INEXPEDIENT TO LEGISLATE
This bill eliminates all childhood vaccine requirements. This is against the recommendation of the American Medical Association, the New Hampshire State Epidemiologist, the Infectious Disease Society of America, the American College of Physicians, the American Academy of Pediatrics, and the American Academy of Family Physicians. These groups represent close to one million physicians. All the medical professionals except one who testified at the hearing were opposed to this bill, noting that the benefits far outweigh the risks of the recommended vaccines. Removing the requirement would further erode New Hampshire’s already declining vaccination rates putting children, staff and community at increased risk. A new study from Boston Children’s Hospital found that New Hampshire’s vaccination rate is already lower than the rest of the region putting the state at increased risk for outbreaks. In South Carolina, as of February 10th, there are 933 confirmed measles cases which is the largest outbreak in the United States in 30 years and 3 deaths from this disease in 2025. Members of the minority believe that the current statute should remain unchanged.
