Majority — INEXPEDIENT TO LEGISLATE
All members of the committee agreed that salt pollution is an issue that needs to be reviewed by the policy committee. Questions were raised regarding what fee level would produce the best results. This bill would add a $4 per ton fee to road salt purchases in an attempt to get more people to participate in the existing Green Snow Pro program offered by the NH Department of Transportation (DOT) which teaches how to use less salt and shields certified contractors from some liability. DOT reported that road salt was being more appropriately applied in general. While the goal is laudable, the $4 per ton fee would have the effect of raising costs to keep people safe on winter roads with a fee that would have an unknowable effect in terms of getting people to sign up for the Green Snow Pro program. Discussion during the presentation revealed that the program currently provided liability protection to applicators as a result of the current fee paid for the training and certification. In addition, discussion revealed that making the program better known through advertising, getting businesses and municipalities to require best practices in their salt/sand contracts, as well as educating salt application contractors would be more valuable than increasing the salt purchase fee to change behavior. Vote 11-8.

The minority supports this bill because it establishes a responsible, sustainable framework for reducing chloride pollution through a modest road salt fee that funds certified winter maintenance practices. This bill establishes a road salt fee to fund a mitigation program and requires certification for bulk road salt providers. Road salt contamination has harmed New Hampshire’s rivers and aquatic ecosystems, enhanced cyanobacterial blooms, and affects drinking water supplies. This bill as presented provides the necessary resources to ensure proper handling, training, and mitigation. By promoting best practices, certification, and improved environmental stewardship, this bill strengthens public health protection and safeguards water quality for future generations. This bill represents a balanced, evidence-based approach that supports both municipal operations and statewide environmental needs.
