Majority — INEXPEDIENT TO LEGISLATE
The Department of Education (DOE) states that modifications contained in this bill regarding state funding formula rates and changes to the statewide education property tax grant would result in an increase in state funding to districts of approximately $600 million in FY27. For charter schools and Education Freedom Accounts, state funding in FY27 would increase by approximately $75 million. Approximately $675 million in additional state spending on education programs would come from the Education Trust Fund in FY27 and similar levels of funding would be needed each fiscal year thereafter. It should be noted that the bill would significantly increase education trust fund expenditures beyond anticipated balances in the fund, as well as the state’s general fund and revenue stabilization account (rainy day fund). The bill would also establish another adequacy education funding commission with a responsibility to consider a full range of potential revenues that could be realized from state levies on or state revenue sharing from distinct classes of property, income, and enterprise. Income revenue is synonymous to sales or income taxes, of which the State of New Hampshire has wisely rejected in support of our New Hampshire Advantage. On January 7, 2026, this body voted down
