Where it stands
House: INTERIM STUDY
Every floor vote on this bill was a voice or division vote, so there is no record of how individual legislators voted.
A bill goes on the consent calendar when the committee vote was unanimous or nearly so, and any members who dissented did not object to placing it there. It then passes without floor debate. Ten members may file a petition to pull a bill off the consent calendar and have it debated and voted on separately.
In practice this often ends a bill's progress for the term.

Committee — REFER FOR INTERIM STUDY
This bill requires higher education institutions to report the reception of grants, donations, and contracts that exceed $50,000 over the length of the funding relationship from a foreign source. Within the bill, there are a few structural changes needed to the language. A clear impact study done on the scope and application of the law is also needed. Accountability is key and this bill has many strong points, but it needs further work before it is ready to move forward. Vote 18-0.
