Majority — REFER FOR INTERIM STUDY
This bill would establish a NH energy efficiency and resource development authority. Public testimony uncovered several issues while at the same time posited potential merit in some of the bill’s concepts. The majority of the committee feels interim study provides the best path forward. Vote 14-3.
Minority — INEXPEDIENT TO LEGISLATE
The minority is in favor of Inexpedient to Legislate as this bill raises serious questions rather than potential solutions to the problems it intends to solve. It creates an unaccountable quasi-government agency with no oversight to handle nuclear power development, nuclear power investments through a revolving loan program, and energy efficiency programs at the same time, with unclear staffing levels or funding for staff. In addition, the agency would be exempt from right-to-know laws and other public safeguards.
