Committee — REFER FOR INTERIM STUDY

Last biennium, the Legislative Administration Committee worked extensively on legislation that restructured how the Legislative Youth Advisory Council operates due to several years of poor quality output. These changes made just last term included the narrowing of the subject matter the council members are to focus and report on, as well as reducing the number of overall appointments to the council. Since then, the council has yet to meet or do any of the fundamental work of evaluating pending legislation from the youth perspective and testify to the various legislative committees. In fairness, a number of new appointments requested of the Speaker’s Office remain in process. But rather than working to hit the ground running when that opportunity rises, it would appear their efforts have been instead to further refine the recently passed and untested restructuring documents. The unanimous position of the committee that an Interim Study motion would provide the council the rest of this legislative year to meet and work on pending legislation and next year, with a solid performance record, we may reconsider any additional reforms of the council. Vote 11-0.
