Majority — INEXPEDIENT TO LEGISLATE

The bill requires the department of revenue administration to study options for generating $500 million in state revenue to pay for the “minimum conservative threshold” base adequacy found in recent New Hampshire supreme court rulings and directs the department to submit no fewer than five options in a report to the various members of the General Court. The department testified to the committee that, although doable, they recommended a steering committee and an outside consultation firm with a potential cost of $175k-$600k to provide guidelines and assist them with this work. The majority of the committee did not agree that this type of work needed to be in statute because evaluating revenue options is the function of Ways and Means, and because the role of the department is to implement policy not to craft policy. Vote 11-2.

Minority — OUGHT TO PASS

This bill changes no policy. It does not impose or increase any tax. That remains the sole prerogative of this General Court. All the bill does is provide information and, perhaps, options to this legislative body to meet fiscal challenges, without further burdening local property taxpayers and without making draconian cuts to needed services. This bill intentionally seeks to tap new perspectives. It leaves the broadest possible latitude to consider the widest and most innovative options. Passing this bill does nothing more than seek information. Defeating this bill, however, means we are choosing not to learn pathways to fulfilling our constitutional obligations to students.
