Committee — REFER FOR INTERIM STUDY
This bill proposes mandatory recording of grand jury minutes and grants criminal defendants the right to obtain a copy of the minutes. Furthermore, it expands state indemnification by the attorney general to cover assistant county attorneys, county attorneys, and municipal prosecutors, shifting the responsibility from counties and municipalities. While federal grand juries already record minutes, implementing this in New Hampshire could lead to increased procedural complexity during trials. The committee recognizes the bill’s potential benefits and merit but stresses the need for additional time to thoroughly assess its impacts, especially considering where we are in the current budget cycle. Vote 15-0.
