As amended, this bill codifies a long-sought agreement between the Secretary of State and the Department of Motor Vehicles (DMV) for the sharing of information that will ease the voter registration process while robustly protecting election integrity. The amendment eliminates voter registration at the DMV from the bill and instead allows town clerks to query a database to confirm information that a prospective voter has already provided to the DMV, such as proof of citizenship. The Secretary of State and the DMV are currently operating under a memorandum of understanding (MOU) that allows either party to withdraw with 60 days’ notice. This bill would remove the ability of either party to withdraw, ensuring that the information-sharing process remains in place and protected for the future. A bipartisan group of committee leaders intends to bring a floor amendment to address an unfunded mandate concern. As drafted, the bill requires that the system be available at all polling locations. During committee discussion, members agreed that while this may be desirable, it is not feasible in certain locations. The forthcoming amendment will remove that requirement for polling places while maintaining the requirement at town clerk offices, which merely means having internet access, something every town clerk already maintains. Vote 16-0.
