Majority — INEXPEDIENT TO LEGISLATE

Rep. Calvin Beaulier

This bill risks up to $300 million of taxpayer money to have the state effectively co-sign loans for low-income housing projects that are too risky or uneconomical for private lenders otherwise. This form of corporate welfare would allow private lenders to keep any profit but require the public to cover 4/5 of any loss. Several housing market downturns, such as the subprime mortgage crisis, were facilitated due to government policies that overextended credit and distorted market mechanisms to adequately price risk and interest. Despite the risks to the housing market and taxpayers, comparable federal programs such as the U.S. Department of Housing and Urban Development’s (HUD) Section 542(c) already exist. The vast majority of housing in our state was privately built and privately funded without government intervention. Meeting New Hampshire’s housing needs will require reinvigorating this historic form of housing development instead of subsidies or government-backed market manipulation. Vote 10-8.

Minority — OUGHT TO PASS

Rep. Karen Hegner

The minority of the committee recommends Ought to Pass for this bill, the Affordable Housing Guaranteed Loan Program, which would be one step closer in helping to combat the affordable housing crisis we currently face in this state and that our constituents are demanding from us. This bill would establish a loan guarantee program within New Hampshire Housing Finance Authority (NHHFA) to provide guarantees for affordable housing projects, covering up to 80% of the principal. It is our opinion that this program will enable lenders to help a significant amount of granite staters that are in desperate need of affordable housing by reducing the risk to them. Affordable housing is not only about building more homes, it has a direct impact on our economic stability and growth. This housing crisis is driving our young people to move out of our state into more affordable states and New Hampshire’s businesses will suffer along with our prosperity and longevity. This bill is a solid step forward in addressing one portion of the housing crisis which will enable developers and housing organizations around the state to continue to focus on building/lending money on affordable housing. Home ownership should not only be for the privileged. It is a right that all granite staters deserve to obtain if they so desire, which requires homes of all price points so we all have the opportunity to live the American dream.
