Committee — OUGHT TO PASS WITH AMENDMENT
The committee is in full support of finding methods to address the needs of gifted and talented students. RSA 189:29-b was crafted in 2021 as an effort to accumulate efforts of local districts regarding gifted and talented students in a central location. The measure was an idea to create a file folder of information from school districts to be maintained by the Department of Education as a resource for all districts. Districts were to submit information to the department by August 1 of each year. It was not apparent that districts are responding to email requests for submission of this information. The department could not demonstrate any significant benefit to students or school districts from this unfunded mandate; therefore the committee amended the bill in order to repeal RSA 189:29-b. Vote 17-0.
