This bill authorizes the Commissioner of the Department of Safety to designate an authorized person to receive criminal conviction information during background investigations. This bill is administrative in nature and is intended to ensure continuity, efficiency, and appropriate handling of sensitive records within the department. Background investigations are a critical component of public safety. Whether conducted for employment, licensing, or other statutory purposes, these investigations require timely and secure access to accurate criminal conviction information. By permitting the commissioner to designate a qualified individual to receive such information, This bill provides necessary operational flexibility while maintaining clear lines of authority and accountability. Importantly, the bill does not expand access to criminal history information beyond what is already authorized under law. It simply clarifies who within the department may receive and process that information in the course of official duties. The commissioner remains responsible for ensuring compliance with all applicable confidentiality, privacy, and data security requirements. This measure reflects sound administrative governance. It strengthens the department’s ability to carry out its statutory responsibilities efficiently while preserving appropriate safeguards around sensitive records. Vote 13-0.
