Although well intentioned, this bill’s mandate of instituting a volunteer color guard in all public and non-public middle, junior high, and secondary schools is not practical. Current federal and state laws already mandate regulations for flag displays on school property. Given individual school schedules and needs, providing civic engagement opportunities for students, such as establishing a volunteer color guard, should be a local decision and not a state mandate. Vote 16-0.
