Committee — INEXPEDIENT TO LEGISLATE
While the committee recognizes the importance of food waste diversion and responsible solid waste management, it finds that the creation of a new advisory commission is unnecessary at this time. The General Court recently enacted legislation addressing food waste diversion from landfills and implementation responsibilities within the Department of Environmental Services (DES). Infrastructure to deal with food waste diversion is still being built within our state and so that law has not yet been fully implemented or evaluated for effectiveness. Establishing an additional commission now prior to assessing the outcomes of existing statutory authority would be premature, risks duplicative oversight, and adds unnecessary administrative complexity. The committee believes that DES already has sufficient authority to engage stakeholders and implement the law, and that further legislative action at this time is not needed. Vote 15-0.
