The current process for donations to the Department of Military Affairs and Veterans Services dictates that funds must be spent within the same fiscal year. This bill allows for those donated funds to be non-lapsing funds that can be carried over to the next fiscal year in the form of non-lapsing funds. This allows for donations and bequests to be properly used to promote the welfare of military service members, veterans, and their families as originally intended without expiration. Vote 14-0.
