Committee — OUGHT TO PASS
The research and development tax credit cap has not increased since 2018 and the incentive is significantly oversubscribed every year. The committee’s opinion is that this credit has resulted in businesses reinvesting the credit into hiring and equipment to grow their business, resulting in increased jobs and recurring revenue to the state. Currently, this credit helps mostly small businesses because the grants are $50,000, but they rarely give out the full amount of the grant due to demand exceeding the total amount of grant money. The cap would be increased to $100,000 and the total aggregate amount of the tax credit would go from $7 million to $10 million. New Hampshire’s research and development tax credit is currently uncompetitive with other states and we need to rectify this if we are to continue to recruit life sciences, technology, and advanced manufacturing companies to our state. Finally, public testimony (in person, written, and online) was overwhelmingly in favor of increasing this tax credit. Vote 19-0.
