The title of this bill is somewhat misleading as the Education Funding Committee recognizes that specific billing and costing issues directly related to private for-profit and non-profit businesses such as the Spaulding Academy and Family Services located in Northfield and other such organizations located throughout NH need resolution regarding who is responsible for paying these highcost education services. This matter extends much beyond the local school district and a residential business located within the district’s enrollment area. Residential placement and learning facilities receive students having a wide range of disability challenges who come from other locations in NH and surrounding states such as Massachusetts. This process involves sending districts, the receiving district in which the residential placement center is located, New Hampshire Department of Health and Human Services, New Hampshire Department of Education, and similar out-of-state agencies and districts. The Education Funding Committee has identified a number of contributing factors requiring discussion and recommendation that do require a more thorough study leading to resolution. Vote 18-0.
