Committee — OUGHT TO PASS WITH AMENDMENT
The original bill banned the sale and use of corn, wheat and soybean seeds that have been treated with neonicotinoid pesticides and also required the New Hampshire Department of Agriculture, Markets, and Food (DAMF) to create a waiver program for using said seeds. Because of many concerns of farmers being unable to obtain untreated seed from the seed companies that they deal with, and the uncertainty of what other methods could be used to protect their crops from pests without causing other unfavorable environmental impacts, the amended bill establishes a study committee to investigate prohibiting the sale of certain agricultural seeds treated with neonicotinoids. The study committee will look at what other places like Quebec, Vermont, and New York have done, and to also look at studies performed at Cornell on the use of neonicotinoids. The study committee will also examine what seed dealers are doing to address the issue and how they are reacting to market demands for untreated seed. We know these chemicals are demonstrably toxic, and the committee will determine all plans for restricted use of neonicotinoid pesticides and their impact on yields in addition to the availability of alternatives for NH farmers. It is important to note that the amended bill no longer has a fiscal impact because the DAMF does not have to create a waiver program nor deal with fines or other criminal penalties. Vote 13-2.
