Committee — OUGHT TO PASS
In 2022, the NH House of Representatives created the HB 1188 Commission to Study the Use of OHRVs in New Hampshire, as a service to the public and advisory group to the legislature. The commission’s purpose is to conduct a comprehensive review of OHRV use, safety, and stakeholder conflicts, with the goal of identifying common ground among impacted communities, including businesses, landowners, and abutters. The commission files an annual report documenting its findings and recommends legislation to the General Court. Since its creation, the commission has brought together OHRV users and clubs, abutters to trail connectors, conservation advocates, Fish and Game, local and state law enforcement, transportation experts, etc., to develop solutions for issues arising from shared use of forestlands and connecting roads. This bill extends the commission’s expiration date to November 1, 2029, at the request of commission members, to further study OHRV education for adults and to develop strategies to reduce traffic and congestion on shared roadways. The bill also adds a representative from the New Hampshire Division of Travel and Tourism Development to the commission. Vote 14-0.
