Majority — OUGHT TO PASS
This bill is not about clean or less expensive energy but is instead about fairness to taxpayers. It repeals the current exemption from property taxes for solar systems, which allows property owners to enhance the value of their property while avoiding an assessment adjustment that would increase taxes. This avoidance spreads the responsibility for taxes to all the other taxpayers in a municipality. This exemption negatively affects the least affluent taxpayers who must pay more in taxes while likely being less able to afford the upfront costs of acquiring their own solar system. Enacting this bill will restore the state constitution’s requirement that “no class of men” shall be economically elevated over any other. The majority believes that bills like this one strengthen local control by protecting it from being highjacked by local factions. Vote 10-6.
Minority — INEXPEDIENT TO LEGISLATE
This bill repeals the solar energy systems tax exemption that allows towns to opt into solar energy tax exemptions if it fits their plans to lower local energy demand and costs. One hundred and fifty three cities and towns are using this exemption to support local sustainable energy adoption. The Hudson tax assessor was sent by his select board to ask us not to pass this bill. The tax impact was ‘in the noise’ and the town was committed to the exemption. Passing this bill upends traditional respect for local control. In every case of the towns who will be affected by this if it goes forward, voters spoke on what they thought was best. The minority believes passing this bill tells them they were wrong.
