Majority — INEXPEDIENT TO LEGISLATE

The majority of the committee believes decoupling legislative pay from the New Hampshire Constitution would begin the process of stripping away our cherished institution of its uniqueness. The committee majority has rarely heard legislator compensation as an issue that is important to voters, and it remains a badge of honor that our legislature is understood to be essentially an all-volunteer citizen legislature that remains a rarity in our times. The majority of the committee feels this first step, if successful, would put the New Hampshire legislature on a path towards fewer, but much higher-salaried, professional legislators just like many other states in our nation. We further believe inviting a new class of professional legislators would sadly create a very high barrier to entry to serve in state-level public office, open only to those with top-notch fundraising skills or the highest levels of socioeconomic status with pockets deep enough to self-fund large campaigns. In other words, it would undermine the diversity of participation we currently possess. Lastly, creating a system of fewer, higher-paid legislators would naturally reduce access for our NH residents as well, as each legislator would hold responsibility for a greater number of constituents. Vote 7-4.

Minority — OUGHT TO PASS

Rep. Alice Wade

This bill would remove from the NH Constitution the provision setting a $200 per term salary for members of the legislature and a $250 per term salary for the Speaker of the House and the President of the Senate. The amendment does not replace these amounts with any alternative salary figure. As a result, the constitution would no longer prescribe legislative compensation, leaving the matter to be addressed through the legislative and budgetary process, with mileage reimbursement remaining unchanged. The minority of the committee believes that the constitution is not the appropriate place to put budgetary items, and that specific monetary policy should be set by the legislative budget process. This amendment is sponsored by members from both caucuses and is supported by people who believe the legislature should be paid, and those who believe it should not receive any compensation at all. By removing the compensation figures from the constitution, the amendment allows a full and open debate on legislative pay without guaranteeing any policy outcome in advance. For these reasons, the minority of the committee supports overturning the ITL motion, so an ought to pass motion may be made.
