The Story
It was introduced on January 8, 2025 and referred to the House Judiciary committee. The committee held a public hearing on February 19, 2025, with 3,117 people signed in online: 206 in support, 2,910 in opposition and 1 as neutral. The committee met in executive session on March 3, 2025 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 10–8. The report was placed on the regular calendar. On March 20, 2025 the House voted to pass it on a roll call 201–166. It crossed to the Senate on March 20, 2025 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 6, 2025. The committee voted 3–1 to recommend that the Senate pass it. On May 22, 2025 the Senate voted to pass it and ordered it to a third reading. The bill was enrolled on June 26, 2025 — the final check of the text before it goes to the governor. The governor vetoed it on July 15, 2025. The legislature can override a veto with a two-thirds vote in both chambers. On December 17, 2025 the House voted 188–165 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
