The committee voted 4–1 to recommend that the Senate pass it with changes (amendment 2024-1112s). On March 21, 2024 the Senate adopted “Special Order to Next Session, Without Objection”. The committee voted 4–1 to recommend that the Senate pass it with changes (amendment 2024-1112s). The committee's amendment (2024-1112s) was adopted on a voice vote on April 5, 2024, changing the text of the bill. On April 5, 2024 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee voted unanimously, 7–0, to recommend that the Senate pass it. On April 11, 2024 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on April 12, 2024 and was referred to the House Judiciary committee. The committee held a public hearing on April 24, 2024, with 10 people signed in online: 2 in support and 8 in opposition. The committee met in executive session on May 1, 2024 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House study it after the session ends, by a vote of 11–9. The report was placed on the regular calendar. On May 9, 2024 the House rejected a motion to kill it and bar the subject for the rest of the term on a division vote 175–187, on a motion by Rep. Joe Sweeney. On May 9, 2024 the House voted to pass it on a division vote 191–174. On May 9, 2024 the House failed “Reconsider OTP” on a division vote 162–197, on a motion by Rep. Marjorie Smith. It took effect on January 1, 2025.
