The Story
It was introduced on January 3, 2024 and referred to the Senate Election Law and Municipal Affairs committee. The committee held a public hearing on February 13, 2024. The committee voted 3–2 to recommend that the Senate pass it with changes (amendment 2024-1089s). The committee's amendment (2024-1089s) was adopted on a voice vote on March 21, 2024, changing the text of the bill. On March 21, 2024 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 28, 2024 and was referred to the House Municipal and County Government committee. The committee held a public hearing on April 17, 2024, with 6 people signed in online: 3 in support and 3 in opposition. The committee met in executive session on April 23, 2024 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2024-1520h), and the minority recommended that the House kill it, by a vote of 10–8. The report was placed on the regular calendar. The committee's amendment (2024-1520h) was adopted on a division vote 182–176 on May 9, 2024, changing the text of the bill. On May 9, 2024 the House voted to pass it with changes on a roll call 184–177. On May 9, 2024 the House failed “Reconsider OTPA” on a roll call 176–185, on a motion by Rep. Joe Sweeney. On May 30, 2024 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. James Gray. The bill was enrolled on June 13, 2024 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2024-2354e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on August 2, 2024, making it Chapter 353 of the session laws. It took effect on October 1, 2024.
