The Story

The committee voted unanimously, 7–0, to recommend that the Senate pass it. On January 18, 2024 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on February 22, 2024 and was referred to the House Finance committee. The committee held a public hearing on April 17, 2024, with one person signed in online in support. The committee held work sessions on April 23, 2024 and April 29, 2024. The committee met in executive session on May 14, 2024 to vote on its recommendation. The committee voted 24–1 to recommend that the House pass it with changes (amendment 2024-1867h), and the report was placed on the regular calendar. The committee's amendment (2024-1867h) was adopted on a voice vote on May 23, 2024, changing the text of the bill. A floor amendment (2024-2113h), offered by Rep. Michael Edgar, was rejected on a roll call 177–183 on May 23, 2024. On May 23, 2024 the House voted to pass it with changes on a division vote 317–45. On May 30, 2024 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. James Gray. The bill was enrolled on June 13, 2024 — the final check of the text before it goes to the governor. It became law without the governor's signature on July 27, 2024, as Chapter 316. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
