It was introduced on January 19, 2023 and referred to the Senate Judiciary committee. The committee held a public hearing on February 14, 2023. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2023-0835s), and the report was placed on the consent calendar. The committee's amendment (2023-0835s) was adopted on a voice vote on March 16, 2023, changing the text of the bill. A floor amendment (2023-0935s), offered by Sen. Sharon Carson, was withdrawn. On March 16, 2023 the Senate adopted “Reconsideration on Committee Amendment 2023-0835” on a voice vote, on a motion by Sen. Sharon Carson. The committee's amendment (2023-0835s) was rejected on a voice vote on March 16, 2023. A floor amendment (2023-0935s), offered by Sen. On March 16, 2023 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 16, 2023 and was referred to the House Judiciary committee. The committee held a public hearing on April 19, 2023. The committee met in executive session on May 3, 2023 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 7, 2023, October 10, 2023, October 24, 2023 and November 8, 2023. The committee met in executive session on November 8, 2023 to vote on its recommendation. The committee voted 17–3 to recommend that the House pass it with changes (amendment 2023-2420h), and the report was placed on the regular calendar. On January 18, 2024 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. The bill was enrolled on February 15, 2024 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2024-0601e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on March 6, 2024, making it Chapter 5 of the session laws. It took effect on January 1, 2025.
