The Story
It was introduced on January 5, 2023 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on March 7, 2023. The committee met in executive session on March 13, 2023 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on May 24, 2023 and October 20, 2023. The committee held a public hearing on October 31, 2023 on a proposed non-germane amendment (2023-2359h). The committee held a work session on November 8, 2023. The committee met in executive session on November 13, 2023 to vote on its recommendation. The committee recommended, on a tied vote of 10–10, which carries no majority, that the House make no recommendation, and the report was placed on the regular calendar. A floor amendment (2023-2451h) was adopted on a roll call 209–167 on January 4, 2024, changing the text of the bill. On January 4, 2024 the House voted to pass it with changes on a roll call 199–175. It crossed to the Senate on March 21, 2024 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 25, 2024. On May 15, 2024 the Senate adopted “Special Order to 05/16/2024, Without Objection”. The committee voted 3–2 to recommend that the Senate pass it. On May 16, 2024 the Senate voted to pass it and ordered it to a third reading. The bill was enrolled on June 13, 2024 — the final check of the text before it goes to the governor. The governor signed it on July 19, 2024, making it Chapter 213 of the session laws.
