The Story

It was introduced on January 4, 2023 and referred to the House Resources, Recreation and Development committee. The committee held a public hearing on January 18, 2023. The committee met in executive session on February 8, 2023 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on October 11, 2023 and October 18, 2023. The committee met in executive session on November 1, 2023 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2023-0037h), and the minority recommended that the House kill it, by a vote of 13–7. The report was placed on the regular calendar. On January 3, 2024 the bill was referred to the Finance committee. On January 4, 2024 the House voted to pass it with changes on a roll call 194–179. The committee held a work session on January 16, 2024. The committee's chair waived the referral under House Rule 47(f). It crossed to the Senate on March 7, 2024 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on March 26, 2024. On May 15, 2024 the Senate adopted “Special Order to 05/16/2024, Without Objection”. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2024-1822s), and the report was placed on the consent calendar. On May 16, 2024 the Senate adopted “Special Order to the beginning of the regular calendar next session, Without Objection”. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2024-1822s). The committee's amendment (2024-1822s) was adopted on a voice vote on May 22, 2024, changing the text of the bill. A floor amendment (2024-1969s), offered by Sen. Howard Pearl, was adopted on a voice vote on May 22, 2024, changing the text of the bill. On May 22, 2024 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 28, 2024 the House adopted “House Non-Concurs with Senate Amendment 2024-1822s and 2024-1969s and Requests CofC (Reps. Renzullo, Hill, M. Smith, Shurtleff)” on a voice vote. On May 30, 2024 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Kevin Avard. A committee of conference met on June 4, 2024 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2024-2241c) on a voice vote. On June 13, 2024 the House adopted the conference report (2024-2241c) on a voice vote. The bill was enrolled on June 13, 2024 — the final check of the text before it goes to the governor. The governor vetoed it on August 2, 2024. The legislature can override a veto with a two-thirds vote in both chambers. On October 10, 2024 the House voted 132–195 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
