The Story
It was introduced on January 3, 2024 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on February 7, 2024, with 108 people signed in online: 105 in support and 3 in opposition. The committee met in executive session on March 6, 2024 and March 20, 2024. The majority recommended that the House study it after the session ends, and the minority recommended that the House pass it with changes (amendment 2024-1220), by a vote of 19–1. The report was placed on the regular calendar. On March 28, 2024 the House failed “Lay HB1607 on Table” on a roll call 183–187, on a motion by Rep. Lucy Weber. On March 28, 2024 the House rejected a motion to study it after the session ends on a roll call 182–189. A floor amendment (2024-1351h), offered by Reps. Cordelli and Peternel, was adopted on a voice vote on March 28, 2024, changing the text of the bill. On March 28, 2024 the House adopted “Divide Section 5” on a division vote 289–82, on a motion by Rep. Hoell. On March 28, 2024 the House adopted “Divide Section 1-4 and 6” on a roll call 372–1, on a motion by Rep. Hoell. On March 28, 2024 the House failed “Divide Section 5” on a roll call 185–188, on a motion by Rep. Hoell. It crossed to the Senate and was referred to the Senate Judiciary committee. The committee held a public hearing on April 30, 2024. The committee voted 3–2 to recommend that the Senate pass it with changes (amendment 2024-1965s). The committee's amendment (2024-1965s) was adopted on a roll call 14–10 on May 22, 2024, changing the text of the bill. On May 22, 2024 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 30, 2024 the House adopted “House Concurs with Senate Amendment 2024-1965s” on a roll call 185–174, on a motion by Rep. Wayne MacDonald. The bill was enrolled on June 13, 2024 — the final check of the text before it goes to the governor. The governor signed it on July 26, 2024, making it Chapter 272 of the session laws.
