The Story
It was introduced on January 3, 2024 and referred to the House Election Law committee. The committee held a public hearing on January 30, 2024, with 39 people signed in online: 4 in support, 32 in opposition and 3 as neutral. The committee met in executive session on February 6, 2024 and February 13, 2024. The committee recommended, on a tied vote of 10–10, which carries no majority, that the House make no recommendation, and the report was placed on the regular calendar. A floor amendment (2024-0598h) was adopted on a voice vote on February 22, 2024, changing the text of the bill. On February 22, 2024 the House voted to pass it with changes on a roll call 193–182. On February 22, 2024 the bill was referred to the Finance committee. The committee held work sessions on March 13, 2024, March 20, 2024 and March 27, 2024. The committee met in executive session on April 2, 2024 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2024-1347h), and the minority recommended that the House kill it, by a vote of 13–12. The report was placed on the regular calendar. On April 11, 2024 the House adopted “Lay HB1577 on Table” on a roll call 193–188, on a motion by Rep. Karen Ebel. The bill died on the table when the session ended on October 10, 2024, having been set aside and never taken back up.
