HB 1569-FN (2024)

relative to eliminating voter identification exceptions.

  • Status: Signed into law
  • Term: 2023-2024
  • House committee: Election Law
  • Senate committee: Election Law and Municipal Affairs
  • Subject: Elections
  • Chapter law: 378

The Story

It was introduced on January 3, 2024 and referred to the House Election Law committee. The committee held a public hearing on February 20, 2024, with 483 people signed in online: 16 in support, 466 in opposition and 1 as neutral. The committee met in executive session on March 5, 2024 to vote on its recommendation. The committee recommended, on a tied vote of 10–10, which carries no majority, that the House make no recommendation, and the report was placed on the regular calendar. On March 14, 2024 the House voted to pass it on a division vote 189–185. On March 14, 2024 the House failed “Reconsider HB1569” on a division vote 186–188, on a motion by Rep. Joe Sweeney. It crossed to the Senate on March 21, 2024 and was referred to the Senate Election Law and Municipal Affairs committee. The committee held a public hearing on April 23, 2024. On May 15, 2024 the Senate adopted “Special Order to 05/16/2024, Without Objection”. The committee voted 3–2 to recommend that the Senate pass it with changes (amendment 2024-1821s). The committee's amendment (2024-1821s) was rejected on a voice vote on May 16, 2024. On May 16, 2024 the Senate voted to pass it, then referred it on to the Senate Finance committee. The committee voted 4–3 to recommend that the Senate pass it. On May 22, 2024 the Senate adopted “Special Order to 05/23/2024, Without Objection”. On May 23, 2024 the Senate voted to pass it and ordered it to a third reading. The bill was enrolled on June 13, 2024 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2024-2326e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on September 12, 2024, making it Chapter 378 of the session laws.
