The Story
It was introduced on January 3, 2024 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 21, 2024, with 43 people signed in online: 41 in support, 1 in opposition and 1 as neutral. The committee met in executive session on March 11, 2024 to vote on its recommendation. The committee voted 17–1 to recommend that the House kill it, and the report was placed on the consent calendar. On March 21, 2024 the House voted to pass it on a voice vote. It crossed to the Senate on March 21, 2024 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 30, 2024. On May 15, 2024 the Senate adopted “Special Order to Beginning of Calendar, Without Objection”. On May 15, 2024 the Senate voted to pass it on a voice vote and ordered it to a third reading. The committee voted unanimously, 4–0, to recommend that the Senate pass it. The bill was enrolled on June 13, 2024 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2024-2310e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 26, 2024, making it Chapter 266 of the session laws.
