The Story

It was introduced on January 3, 2024 and referred to the House Election Law committee. The committee held a public hearing on February 6, 2024, with 109 people signed in online: 23 in support, 85 in opposition and 1 as neutral. The committee met in executive session on February 13, 2024 to vote on its recommendation. The committee recommended, on a tied vote of 10–10, which carries no majority, that the House make no recommendation, and the report was placed on the regular calendar. On March 14, 2024 the House voted to pass it on a roll call 191–181. On March 14, 2024 the House failed “Reconsider HB1369” on a division vote 185–189, on a motion by Rep. Joe Sweeney. It crossed to the Senate on March 21, 2024 and was referred to the Senate Election Law and Municipal Affairs committee. The committee held a public hearing on April 16, 2024. The committee voted 3–2 to recommend that the Senate pass it with changes (amendment 2024-1964s). The committee's amendment (2024-1964s) was adopted on a voice vote on May 22, 2024, changing the text of the bill. On May 22, 2024 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 29, 2024 the House adopted “House Non-Concurs with Senate Amendment 2024-1964s and Requests CofC (Reps. S. Smith, Qualey, Osborne, Lane)” on a voice vote. On May 30, 2024 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. James Gray. A committee of conference met on June 5, 2024 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2024-2266c) on a voice vote. On June 13, 2024 the House rejected the conference report (2024-2266c) on a division vote 178–185.
