The Story
It was introduced on January 3, 2024 and referred to the House Election Law committee. The committee held a public hearing on February 20, 2024, with 40 people signed in online: 6 in support, 33 in opposition and 1 as neutral. The committee met in executive session on March 5, 2024 to vote on its recommendation. The committee recommended, on a tied vote of 10–10, which carries no majority, that the House make no recommendation, and the report was placed on the regular calendar. On March 21, 2024 the House voted to pass it on a division vote 192–175. It crossed to the Senate on March 21, 2024 and was referred to the Senate Election Law and Municipal Affairs committee. The committee held a public hearing on April 16, 2024. On May 15, 2024 the Senate adopted “Special Order to 05/16/2024, Without Objection”. The committee voted 3–2 to recommend that the Senate pass it with changes (amendment 2024-1703s). The committee's amendment (2024-1703s) was adopted on a voice vote on May 16, 2024, changing the text of the bill. On May 16, 2024 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 30, 2024 the House adopted “House Concurs with Senate Amendment 2024-1703s” on a division vote 182–181, on a motion by Rep. Steven Smith. The bill was enrolled on June 13, 2024 — the final check of the text before it goes to the governor. The governor signed it on July 12, 2024, making it Chapter 185 of the session laws.
