The Story

It was introduced on January 5, 2023 and referred to the Senate Transportation committee. The committee held a public hearing on January 17, 2023. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2023-0818s), and the report was placed on the consent calendar. The committee's amendment (2023-0818s) was adopted on a voice vote on March 16, 2023, changing the text of the bill. On March 16, 2023 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 16, 2023 and was referred to the House Transportation committee. The House withdrew that referral and sent the bill to the Science, Technology and Energy committee instead. The committee held a public hearing on April 17, 2023. The committee held a work session on April 17, 2023. The committee met in executive session on April 18, 2023 to vote on its recommendation. The committee recommended that the House make no recommendation. A floor amendment (2023-1401h) was rejected on a division vote 183–183 on May 4, 2023. On May 4, 2023 the House failed “Lay SB52 on Table” on a roll call 183–188, on a motion by Rep. Hoell. On May 4, 2023 the House voted to pass it on a division vote 187–184. On May 4, 2023 the House failed “Reconsider SB52” on a division vote 185–187, on a motion by Rep. Lucy Weber. The bill was enrolled on May 31, 2023 — the final check of the text before it goes to the governor. The governor signed it on June 7, 2023, making it Chapter 66 of the session laws. It took effect on August 6, 2023.
