The Story
It was introduced on January 5, 2023 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on January 18, 2023. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On January 26, 2023 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On February 9, 2023 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 16, 2023 and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on April 13, 2023. The committee met in executive session on May 25, 2023 to vote on its recommendation. The committee recommended that the House make no recommendation. A floor amendment (2023-1799h) was rejected on a division vote 186–187 on June 8, 2023. On June 8, 2023 the House voted to pass it on a division vote 196–178. The bill was enrolled on June 29, 2023 — the final check of the text before it goes to the governor. The governor vetoed it on July 28, 2023. The legislature can override a veto with a two-thirds vote in both chambers. On October 26, 2023 the Senate voted 9–14 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
