The Story

It was introduced on January 19, 2023 and referred to the Senate Commerce committee. The committee held a public hearing on February 14, 2023. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On March 16, 2023 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 16, 2023 and was referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on April 12, 2023. The committee met in executive session on April 26, 2023 and May 3, 2023. The majority recommended that the House pass it with changes (amendment 2023-1568h), and the minority recommended that the House pass it with changes (amendment 2023-1583h), by a vote of 14–6. The report was placed on the regular calendar. The committee's amendment (2023-1568h) was adopted on a voice vote on May 18, 2023, changing the text of the bill. The committee minority's amendment (2023-1583h) was rejected on a division vote 105–275 on May 18, 2023. On May 18, 2023 the House voted to pass it with changes on a division vote 239–141. On June 1, 2023 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Bill Gannon. The bill was enrolled on June 29, 2023 — the final check of the text before it goes to the governor. The governor signed it on August 4, 2023, making it Chapter 223 of the session laws. It took effect on October 3, 2023.
