The Story

It was introduced on January 19, 2023 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on January 31, 2023. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2023-0554s), and the report was placed on the consent calendar. The committee's amendment (2023-0554s) was adopted on a voice vote on February 22, 2023, changing the text of the bill. On February 22, 2023 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 16, 2023 and was referred to the House Resources, Recreation and Development committee. The committee held a public hearing on April 19, 2023. The committee met in executive session on May 3, 2023 to vote on its recommendation. The majority recommended that the House kill it, and the minority recommended that the House pass it, by a vote of 16–4. The report was placed on the regular calendar. On May 18, 2023 the House adopted “Lay SB164 on Table” on a voice vote, on a motion by Rep. Vail. The bill died on the table when the session ended on October 26, 2023, having been set aside and never taken back up.
