The Story
It was introduced on January 19, 2023 and referred to the Senate Education committee. The committee held a public hearing on February 7, 2023. The committee voted unanimously, 5–0, to recommend that the Senate send it back to committee, and the report was placed on the consent calendar. On March 16, 2023 the Senate rejected a motion to send it back to committee on a voice vote. A floor amendment (2023-0988s), offered by Sen. David Watters, was adopted on a voice vote on March 16, 2023, changing the text of the bill. On March 16, 2023 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 30, 2023 the Senate adopted the motion that it ought to pass on a voice vote, but its third reading was left pending. On March 30, 2023 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. James Gray. The bill died on the table under Senate Rule 3-23 at adjournment on October 26, 2023, having been set aside and never taken back up.
