It crossed to the Senate on February 22, 2023 and was referred to the Senate Election Law and Municipal Affairs committee. The committee held a public hearing on March 21, 2023. The committee recommended that the Senate pass it with changes (amendment 2023-1630s). A floor amendment (2023-1741s), offered by Sen. James Gray, was adopted on a roll call 14–10 on May 11, 2023, changing the text of the bill. On May 11, 2023 the Senate voted to pass it with changes and ordered it to a third reading. The committee's amendment (2023-1630s) was rejected on a voice vote on May 11, 2023. On June 15, 2023 the House failed “House Concurs with Senate Amendment 2023-1741s” on a division vote 185–188, on a motion by Rep. Len Turcotte. On June 15, 2023 the House adopted “House Non-Concurs with Senate Amendment 2023-1741s and Requests CofC” on a division vote 188–186, on a motion by Rep. Len Turcotte. On June 15, 2023 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. James Gray. A committee of conference met on June 21, 2023 to try to settle the differences between the two chambers' versions of the bill. On June 29, 2023 the Senate adopted the conference report (2023-2229c) on a roll call 14–10. On June 29, 2023 the House rejected a motion to lay it on the table on a division vote 185–186, on a motion by Rep. Lucy Weber.
