HB 35 (2023)

requiring student identification cards to include the National Eating Disorders Hotline.

  • Status: Vetoed, override failed
  • Term: 2023-2024
  • House committee: Education
  • Senate committee: Education
  • Subject: Education - General

The Story

It was introduced on January 4, 2023 and referred to the House Education committee. The committee held a public hearing on January 12, 2023. The committee met in executive session on February 1, 2023 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2023-0289h), and the minority recommended that the House kill it, by a vote of 14–6. The report was placed on the regular calendar. On February 22, 2023 the House adopted “Special Order HB35” on a voice vote, on a motion by Rep. Adjutant. The committee's amendment (2023-0289h) was adopted on a voice vote on February 23, 2023, changing the text of the bill. On February 23, 2023 the House voted to pass it with changes on a roll call 238–105. It crossed to the Senate and was referred to the Senate Education committee. The committee held a public hearing on March 21, 2023. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On May 11, 2023 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on June 15, 2023 — the final check of the text before it goes to the governor. The governor vetoed it on June 29, 2023. The legislature can override a veto with a two-thirds vote in both chambers. On October 26, 2023 the House voted 0–350 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
