HB 342-FN (2023)

relative to lead testing in children.

  • Status: Vetoed, override failed
  • Term: 2023-2024
  • House committee: Health, Human Services and Elderly Affairs
  • Senate committee: Health and Human Services
  • Subject: Children

The Story

It was introduced on January 5, 2023 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on February 16, 2023. The committee met in executive session on March 8, 2023 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2023-0842h), and the minority recommended that the House kill it, by a vote of 11–9. The report was placed on the regular calendar. The committee's amendment (2023-0842h) was adopted on a voice vote on March 22, 2023, changing the text of the bill. On March 22, 2023 the House voted to pass it with changes on a division vote 193–180. It crossed to the Senate on March 23, 2023 and was referred to the Senate Health and Human Services committee. The committee held a public hearing on April 5, 2023. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On May 11, 2023 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on June 15, 2023 — the final check of the text before it goes to the governor. The governor vetoed it on June 29, 2023. The legislature can override a veto with a two-thirds vote in both chambers. On October 26, 2023 the House voted 184–171 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
